Dr. Donnie W. Smith serves as the executive director of Church of God Care Ministries. He has ministered in various capacities for the past 38 years. He has served as evangelist, pastor, state youth director, state overseer, and has distinguished himself as a Bible teacher and speaker in numerous states and 26 countries around the world. Dr. Smith received his Bachelor of Arts degree from Lee University, a Master of Arts and Master of Divinity from Church of God Theological Seminary and a Doctor of Ministry from Columbia Theological Seminary. He is the author of The Undiscovered Harvest, Ministering to America’s Immigrant People. He brings a wealth of ministerial experience and a passion for hurting people to the helm of Church of God Care Ministries.

Dr. Bill Leonard serves as the Director of Ministerial Care for the Church of God International Offices. Dr. Leonard cares for the pastors and their families through counseling, training, and restoration of fallen ministers.
He has served in the following: Outreach Pastor at North Cleveland Church of God, in Cleveland, TN under the direction of Leonard Albert; Principal in Memphis, TN, Christian Education Director in Memphis, TN; Minister of Youth and Outreach in Atlanta, Georgia. His pastorates include; Saint Andrews, Columbia, SC; Grapefield, VA; Marion, VA; and pastored for nine years at South Boston, VA. He has served with distinction in the state of Virginia as Direct Overseer, on the State Music Committee, as State Evangelist, State Youth Board, State Council, State Missions Board, and State Prayer Force Committee. While in Virginia he also served as President of Bland County Medical Clinic; and Senior Administrator of Halifax Christian School.
He graduated from Lee University with a Bachelor’s Degree in Christian Education and a minor in music. He attended Mercer University and Memphis Theological Seminary. He has a Master’s Degree, a Ph.D. in Theology and a Master of Arts degree in Counseling from International Seminary in Plymouth, Florida. He is certified in Critical Incident Stress Management, Adult Pastoral and School (AACC), Healthy Sexuality & Biblical concepts training from the AACC. He has earned a Community Chaplaincy Certificate and Leadership Coach training from the Church of God Theological Seminary. Dr. Leonard attends the semi-annual AACC Counselors training.
He also ministers as a soloist and has done so in many churches, camp meetings, prayer conferences, and General Assemblies. He, with his wife, Luann, conduct marriage enrichment seminars, special ministry, affirmation services, and training for pastors, ministers and laity. He has written periodicals and articles for outside departments and companies.
He is an Ordained Bishop with the Church of God. He was called to minister to ministers in Marion, Virginia in 1988, and presently he serves as the director for Church of God Ministerial Care in Cleveland, Tennessee where he resides with his wife, Luann, and children Ryan and Marsha. His oldest son, Billy and wife Tanya with grandson Christopher reside in Charlotte, NC.

Dr. Gene D. Rice began his ministry as pastor in Midway, Florida.
From there he went to Alabama where he served as pastor for
13 years. During this time, he also served on the state youth
board several terms as well as other various state committees.
He was appointed state overseer of Nebraska from 1966-70 and
went on to serve as state overseer in Pennsylvania 1970-74,
Texas 1974-76, and Tennessee 1976-78.
At the General Assembly, Dr. Rice was appointed to the position
of assistant director of Evangelism and Home Missions from
1978-80. In 1980-82, he was elected at the General Assembly
to serve as assistant director of Evangelism and Home Missions.
The General Assembly also elected Dr. Rice to serve as the
general director of Evangelism and Home Missions between the
years of 1982-86.
In 1986, he was appointed state overseer of Florida for four
years.
In 1990, Dr. Rice was elected by the General Assembly to serve
as general secretary-treasurer.
In 1992 and 1994, he was elected by the General Assembly to
serve as assistant director of World Missions. In 1996, he
was elected by the General Assembly to serve as director of
World Missions for four years.
In 2000 and 2002, he was elected by the General Assembly to
serve as secretary general of the Church of God.
In 2004, Dr. Rice was appointed to the position of the director
of SpiritCare Ministries where he is currently serving.
He served as a member of the executive council from 1976-80
and was again elected to serve from 1986-90.
Dr. Rice has served as night evangelist and Bible teacher
in numerous State Camp Meetings. |
